Yes possible, I have seen this kind of screwplate on an early trade union badge.

Is it possible it was re-enamaled? The abraided appearing surface doesn't seem to match the intact enamel. mine of this vintage have even smooth brass patina

I am convinced that the badge is good.

What I read and observed ist, that these little OSOAVICHIM badges (with and without chain) exist in two different versions.
One version with good enamel and sharp and crisp letters and another version were the letters are a little weak and washed out/frayed.

It states that the badge is similar to #16, but with differences in letters, gas mask, plane in the rays of the projector, and air defense cannon barrel, as well as inscription on the nut.

Alfred, I would be happy that it was ok, but not it seems to me the same thing ... how can a badge with more than 70 years have no sign of the time?
