Here's the 26th. It's definitely a delegate's badge.

This is a comparatively heavy badge, 12.18 grams, not at all like the lightweight pins.

There are separate and different badges for each party congress back to at least No 22. They 22- 28 are silver and partially gold plated.

A previous post asked about documents. For Delegates to the congresses there were multiple documents.

There were invitations as well as the Mandate cards used for attendance/voting.

Attached are scans of a few Party Congress badges (23 - 25) with the accompanying Mandate Cards.

Rather than just showing more Mandates, this includes an Invite. The Invite card includes seating assignment!

The first post is exterior of invite. I could not scan the plastic sheath that it came in because of reflection but the sheath included a representation in gold print of the signature of Ulanov(Lenin). It was writen as Lenin in Parens.

NOTE: There are two pictures attached. The inside being all white is difficult to see, but a dark background would have taken up space in the scan.

NOTE 2: The paper clip is original!

Nice! :thumbsup I've heard from several collectors that there was an issue document for the badge, but I don't think that's the case.

Through intermediaries I obtained all that the noted comrade who's documents are pictured had at the time. I will look but I do not recall obtaining any document that said "here is your mandate and badge." It would seem to me from the paper clipped seat assignment to the invite that the invite and the mandate cards were the entry to attend and wear a badge for attendance.

The attached document (closed case) is approximately 10 inches x 14 inches (25.4 cm x 35 cm +/-) and is a greeting from Goznak 2 (the State Badge works No. 2 in Moscow) to the 13th party congress.

The document inside is double page handpainted illustration in heavy cloth paper. Printed letters are gold/gilt.

From the illustration you can see why the badges are of such high quality. Look at the illustration of the guy hand stamping/operating the machine. The illustration itself is super.

I had tried to make the document bigger but it got too big if I tried to make it totally legible.
