3rd Class #184915. Going by the look (and smell when touched) I'd say this has been in burning plastic in its more recent past. Not overly surprising thinking of the problems Yugoslavia has had.

Awarded to Conscript Djordje Slavko Mijatović (Ђорђе Славко Мијатовић) on 4th July 1949 by Decree 159. "For bravery demonstrated, providing labour to the obtaining of brotherhood and unity amongst our peoples and degrees of merits to the nation during the National-Liberation struggle".
There is both a contemporary mistake on the document and a typographical mistake in the newspaper which published the decree, Service List Issue 109 Year 5, 31st December 1949.
