According to Militaria House and Yuri Yavshnev, it is a 5th class (I got a small document to a french diplomat stating for a 5th class "chevalier", or knight)

The one of 5th class on Yuri's site is different from the one that I posted. Yuri's (post #41) has GOLD background to the back star, while mine (post #87) has silver colored one - should be lower class.

Small ribbon has 6 stripes, so I guessed this one is 6th class.

hello William! well I'm convinced it is a 5th class. Let me explain why: first, the Marian Furlan's book is old, crude and concise, but it is coherent. Yuri's website is GREAT, but about this very order the infos are lacunar.
Secondly, the ribbon bar shown is the thread about 1st class shows a cloth based exactly on the suspension cloth, with or without a minature star (exactly like in Furlan's book). I tend to believe the ribbon shown on this croatian dealer on Ebay is not original.
3rd argument: my 5th class, entirely in silver (not gold-plated) has a small document, bearing the rank of "chevalier" or "knight". In europe, the knight rank is very often a 5th rank (France, Belgium, United Kingdom, Poland, Yougoslavia).
