Identification help requested please

I took a flyer on this today for the heck of it.
The screwplate has what looks like the maker's name and address in Warsaw on it.
What is this please?

Eric,

I don't think that it is a legitimate one. The star and gerb is from a university badge, the backpart from whatever badge.

Thanks Marc. I appreciate your help.
It seems it's missing something IMO. It'd be nicer with some nice blue enamel on the main plate???

Thought I would look up the name of the backplate maker and hit a long row of sites about fake Polish awards. How about this for a quote:
REPRODUCTION/REPLICA: Made to look close to, but not exactly like the original... Panasiuk and Olszewski are two of the most prolific makers of Replicas.

Hmn, live and learn. It's good we got that name now in print here (Panasiuk).
Now if someone sees one and throws the name in the search engine they know what they are looking at (aka crapola).
