Navy Storm Hood.
From the description:
"it Was an official uniform, used by sailors of Torpedo Boats and Submarines on outer posts (gunners, anti-aircraft, torpedo-man) during the storms. Has bronze navy buttons with anchors. Excellent condition, has original factory tag'. I saw this in person. looks very "S&M"..... Tal

..there is one on display at the central naval museum in st.pete from WWII.
