Nikolaev is missing for the list of recipients of the official State Jubilee Medal "60 Years Of The Liberation Of Moldova From Fascist Occupation" (which one would expect all surviving Moldovan Liberators to have been on - albeit a shorter list by 2014) so he may not have made the Government's criteria.
