I assume this is a "recently arrived in conquered Germany" adaptation of weird alien (Roman) script fonts (turn them upside down and twist them around) for printing a temporary medal award certificate in something like Russian.

How extensive was the Soviet infrastructrure for printing unit medal award documents for low-on-the-food-chain units like labor units?

Marc, do you happen to have any scans? I will aslo do some asking around.

It was obviously printed in Germany. The funny thing is that they didn't even have to change any characters, just turn some of them upside down. Love it!:love

You are right of course. It could've been printed in any country using a Latin alphabet.
