Medal "For Distinction In Labour".

The Medal "For Distinction In Labour" (Медаль «За Отличие В Труде») was founded by ministerial decree in September 2006 apparently although I have yet to locate the original decree. It certainly pre-dates the 31st March 2008 decree.
