I was wondering the same thing yesterday. Of course compass points would be for further decoration, but now that I agree that it must be German lettering, I really want to know who the manufacturer is.

Not German, but Dutch. Peter the Great adopted Dutch naval terminology when he came back to Russia after his travels in the West and decided to found the Russian Navy.

Maybe it is just me, but this is one of the ugliest watches I ever encountered. BTW, in 2000, I was in Moscow and have seen a lot of watches for sale with dedication of the president etc., with S/N and such.
