Yes, they are, or at least were. I don't know the current status of access to labor awards. You won't get a citation but will find out basic administrative data - name, address, work location, etc.

I didn't think post-war labour awards to civilians were researchable solely by serial number. I know there have been great advances in decree information (but a booklet with decree date/number would be needed for that).
I would suggest that such an award pre-dates the vast "5 years plan" awards of the 1970's and is most likely a long service award for X amount of years (10, 15, 20, 25 depending on situation) service to a ministry (farming, mining, fishing, health etc etc.)

As far as I know these late labor awards cannot be researched at the moment. Earlier labor awards can be researched (roughly up until 1943-1944), but where one used to be able to get a record card, right now it's just a few lines of basic data: full name, year of birth, decree date, decree description, etc.

It may well be for a five year plan. This 9th July 1966 award is for successes in the plan. Far too many Ukazes to be more specific.

21st April 1971 Decrees are for success in the Five Year Plan. So many of them in would be almost impossible to pinpoint. Everything from the production of Chocolate to the design of new aviation technologies.
