Red Banner/Badge Of Honour Bar

Hello All
As I'm not able to translate the name, I'm asking for any help so I can begin some research requests through the forum. Any name info appreciated. Interested in your thoughts on the bar as well. The combination felt odd to me but it was well less than sum of the parts so it's not going to break my heart if there's something wrong with it. Thanks in advance as always

His name is Костеневич, Андрей Николаевич. There is one on "The site" but only receiving the OPW'85. He may have been NKVD but at the same time the entries in the booklet aren't too tidy and the ribbon bar is out of order with a selection of old and new ribbons.

I'd research the Red Banner by serial if I were you. You might be surprised.
