It's the Ukraine customs code excerpt that says simply that "export of cultural treasures" is prohibited. Pretty vague..

Hasn't anyone ever seen that movie with Nicole Kidman as a mail order Russian bride - Birthday Girl? Not a good idea, even if she looks like Kidman.

As for who is at fault, well the seller cannot be held responsible if someone tries to take what was bought in his store across the border when there are signs up all over the Moscow airports telling you that it is forbidden to do so. The same rules apply to original icons (framed or just painted on wood) of a certain age and anything else is pretty much subject to the customs agent and what kind of mood she (sometimes he) is in - or how much US currency you have on you to spare.

But in the case of mail (mailing an order or a medal)...? Who is in trouble?
With such a law are we talking about something like international traffic of art object?

I guess I am just surprised this happened in the Ukraine. The Russia customs laws are notorious for how strict they are, basically anything pre-May 9 1945 is forbidden.. But I thought the former USSR republics, especially the Baltics and possibly the Ukraine, were ok with dispensing with their Soviet history. Guess it's not the case.
