Two things say to me that it is a second class award that is on offer.
Firstly the Roman numerals always denote the class of the award in this case II, 2nd Class.
Also in the three classes of this award, only on the second class is the figure in the central medallion gold. The other classes have a silver figure.
The ribbon is from the third Class.
Here is a close up of the 2nd class award. As you can see the rays in the background are gold together with the figure.

As far as I know the Roman numerals on Yugoslavian Awards always denote the Class of the Order it is on. That is the best indication that it is a second class Order.
Also only the figure in the middle is Gold, the star underneath is Silver.
As you can see in the pic Christophe posted and my close up one just after.
What is a bit confusing is the miniature 3rd Class also has a Golden figure in the middle of the star. That is a bit odd.

Yes that is very odd. And below is another pic of 3. class award with golden figure in the center of the award...

Could there be 2 types of these orders- does nobody knows anything about this? How can that be- it's just the most common yugoslav award we are talking about...

And there is another odd thing- Eddie, if you are saying that the 3. class award is with silver figure- then it would have a golden star- right? But it can't have a golden star if it is called Order of merit to people with silver star...

Oh and another thing- Eddie, do you remember when we talked about my grandfathers lost awards and documents? Well yesterday I found a document for order of merit to people 3. class :) it belonged to my grandfather and now he gave it to me.
What can be more precious, than your grandfather document for award that you are trying to buy ;)

The pic that Christophe posted from Yuri's site shows from left to right the 1st, 2nd and third class. As you can see the 1st and third class do indeed have a Gold Star.
As for the variation question, the only thing that really speaks against it is the Roman II. Could it possibly be a III?
However as you say it is one of the commoner awards, why change the basics? The colour of the star, figure etc?
Very strange!
I'm so glad you managed to find one of your Grandfathers award docs, somthing to treasure without a doubt. :) I wish there was some way to find my fathers but they are long gone :(

I haven't actualy saw the roman number II... The seller told me that there is this number near the serial number... Maybe he made a mistake, I really don't know.
I asked him (the seller) again if he could post more pics, but yet no reply... He probably didn't even saw the mail yet :mad: Man I realy hate when sellers have a whole bunch of medals on sale on internet, but still they don't check for new mail for days and days...

About the docs- I was sure too, that my grandfather's docs were long gone, but It seems that he didn't lost completely everything... He lost the awards (they were broken by my father when he was a boy), but at least one of the docs managed to survive all these years, thank god...

Eddie, aybe your dad's docs still lie in some old box with even older pictures, bills, postcards, blueprints and god only knows what else inside... This is where I found them...

Also, don't forget about possible Mint mistake. These awards were made in quite large quantities...

Hi I read this topic and I have to addmit that the order for peoples merit is the most interesting because there is so many variations that even I can not believe what you can see.The one and only right one is all silver and only figurine whit flag in center gilted.But then you have second and first cllasses marked for third and second classes orders.So you have out there houndreds of different classes marked whit III mark for third class.
Why hapened that?Because they manufactured all classes in huge quantities but there were allways demand for third class orders higher than for others.So they simpply took whatever they have and just stamped class mark on that order.And thats why you have so many different types of third and second classes.
In early days all these orders were made at two mints IKOM and ZIN.ZIN made orders in early periode whit two different screw disc and later on you can also find revorked types whit vertical pins.Smal and big one screw discs.That second one you can see on previouse page where Soviet posted one.also ZIN made orders are rarer than IKOM made.
So thats in short.

You have type whit big screwplate and inscription is in Serbian language "Mint for money production" or in Latin script "Zavod za izradu novcanica".
