I think this is the first decoration I've ever seen awarded to a cadet.

Obviously this was not a common occurrence. Perhaps he was a very "special" cadet - either very gifted in some way or very well-connected.;)

Here is an example awarded to Moisej Haimovich Juroditskij on 22nd February 1969 by the Lenin Region of Riga. Born in 1911 in the Rudensk Region of Minsk Oblast. I don't know what he was doing in Riga but he returned to Belarus after being awarded.

Notice that the document has been reused before issue as a different name has been scraped off before his name was added.
