Short, concrete description of the personal combat feat or merits:

During the period of fighting for the Hungarian capital of Budapest comrade Shulgin, serving as chief of signals, displayed perseverance and great concern for supporting the combat operations with the necessary communications. On December 7, 1944, when the communications broke up every single minute, comrade Shulgin managed to organize the communications in such a manner that they didn’t break up for even a minute, despite the difficult battlefield circumstances, and the battalion carried out its combat mission.

From January 5 to 10, 1945, when our units directly crossed the boundaries of Budapest and were engaged in street fighting, the communications played an even bigger role during the continuous counterattacks. Comrade Shulgin, who didn’t abandon his task for even a second, continuously and unceasingly attended to his signals duties, taking decisive measures to resolve intermissions.

On January 8, 1945, when the communications were interrupted, comrade Shulgin disregarded his duty position and personally checked the cable and repaired the break, which guaranteed the continuous artillery fire from the battalion at the enemy.

For courage, bravery and decisiveness he deserves the Order of the Patriotic War, 2nd Class.
