Not sure where this is coming from, as we've already established that quite a few Soviet and RF orders and medals were awarded for specific actions at Chernobyl. In the sense that this badge was like a campaign medal, yes, I think you're right that it's the only one.

Marc, I believe they were, although that wasn't at all made clear. I think I've seen at least two of them elsewhere. Eric, are they currently in your collection? Could you share the stories behind them please?

Yes, they are in my collection.
Here is an article from the newspaper for one of the heroes (sorry, it's in Russia)
Another order has the document and Gramota from the Omsk Officials regarding the reason of awarding (Chernobyl)

The Order “For Courage” was established by the Decree of the President's of Russian Federation №442 on March 2, 1994. The order “For Courage” is rewarded to citizens for selflessness and courage rescuing people, protection of law and order, crime control, during the natural catastrophes, fires, and other extraordinary situations, and also for the daring and decisive actions during the performance of military, civil or official duty under the conditions with the risk for the life.
The order is presented together with a certificate.

I am a bit confused here. Were those awards you presented (Orders "For Courage" and medal "For rescue") specifically presented in relation to Chernobyl?

Another small point, the "medal" for Chernobyl cleanup is in fact a badge ("знак").

I have no idea how many of those Badges were made but they are everywhere. Were the powers that be expecting tens of millions to "liquidate"?

Yes
The awards "For Courage" and medal "For rescue" were issued specifically for Chernobyl - 100%
Cnernobyl clean up is a badge - I agree :D, but the OFFICIAL badge :D:D

Also, Liquidators of Chernobyl Accident were awarded Order of Red Star and
Order for Services in Soviet Army.
I don't have them in my collection, but have seen.
