One: Central Commitee of the Communist Party of the Council of Ministers and Central Committee of the Komoslomols - Victory in All-Union Socialist Competition.

Two: Under the Banner of Marxism-Leninism, nder the Leadership of the Communist Party - Forward to the Victory of Communism.

They were the banners kept in all communist party or komosmol rooms which existed in every school, factory, military unit and other institution. Some were just the general flag, some are competition banners for the winners of various contests. They are not paticulary rare. However, depending on where you live and what the market is like there you may not see many. They are always a dozen or so on ebay at any one time though.
