It would seem that it is not wartime nor was it used by the Red Army.

I think you are looking at a fine cold war Warsaw Pact item.

I don't believe it is Bulgarian.

The object was found in Albania
Perhaps it can be Yugoslavian, if not
is Bulgarian.

Regardless who made it, it's Soviet 1950-1962 period pattern.
