The Medal "40 Years Since The Foundation Of The Communist Party Of Romania" (Medalia "40 De Ani De La Infiintarea Partidului Comunist Din Romania") was founded on 20th May 1961 by Decree #118. Surprisingly this was the Medal highest in precedence.

Awarded to Comrade Constantin Morarescu by Decree 120 of 1961.
