C'mon! Nothing awarded to ALL people in USSR... Even this very common medal! Awarded to ALL servicemen and civilians who served in Armed Forces 1941-1945.

Either refer to the Red Book in English or straight from the Supreme Soviet Edict dated, paragraph 1: "...medalyu nagrazhdaetsya...ves' lichnii sostab Vooruzhenykh Sil Soyuza SSR...",

In addition to war vets, "every swinging Richard" in uniform at the time was awarded.

Recipients of the 20th Anniversary of Victory medal

The Mondvor (Þáèëåéíàÿ ìåäàëü "Äâàäöàòü ëåò ïîáåäû â Âåëèêîé Îòå÷åñòâåííîé âîéíå 1941-1945 ãã) site says the following if my translation efforts are correct:

This medal was awarded to:
  • all soldiers and civilians, who participated in the armed forces of the USSR during WWII;
  • partisans and members of the underground during WWII;
  • anyone awarded the medal "For the Victory over Germany in WWII, 1941-1945".
Awards were extended to soldiers and civilians of the Soviet Army, Pacific Ocean navy and Amur river military flotilla, that guarded the state border of the USSR in the Far East during WWII (decision of the Presidium of the Supreme Soviet of the USSR of 16 August, 1966). Awards were also made to members of the underground, who fought against the Germans in temporarily occupied territory during 1941-1945 (decision of the Presidium of the Supreme Soviet of the USSR of 19 January, 1968).

Bringing back to life an old thread as I'm getting back into documents somewhat and going through the archives as it were I stumbled across this and began wondering; what is this?
It's not a VoG doc as Dat thought but an anniversary medal doc like Paul says. I think it's a 20 year medal doc, but why the 1983 date? And more to the point why the type-written format? Is it home-made? It does have a stamp but I dunno how much that means.
Just curious. Anybody have any other examples of non-standard docs like this?

Could well be that a certificate was forgotten to be issued back in the 60's and when they got round to issuing it they were all out. It does seem to be of a higher quality than many of the "temporary" award documents I have seen.

Yes, agreed. That's the most plausible scenario. Just think - a "catch up" jubilee award!

I suspect the awardee never got his 20th anniversary VOG medal due to a clerical error and never got to requesting one--until 1983. Most of us have seen firsthand how the veterans get more nostalgic with age, developing a penchant for znachki, commemorative medals, etc. To me that's more plausible.. Not sure why one would want the doc alone--so my theory is that they were requesting the medal, and the doc had to be typed up due to regulations. :)
