It is my understanding that Soviet orders and medals were awarded in boxes, and handed out this way. The protocol seems to be different from, say, the French way where they physically pin the award on you. Now, just a slight correction to what I just wrote before; when Brezhnev was awarded with the Order of Victory, it was actually pinned onto his jacket (hence the reason why his was converted to screwback).
