Liberation Decoration.
This decoration must not be confused with the Order of the same name and it closly resembles the obsolete version of the Liberation Order the difference being it's smaller size.
The inscription reads GIAI PHONG (Liberation) This is a two class Decoration denoted by one or two gold stars on the suspension ribbon. shown below is the second class with one star.

Liberation Decoration 2nd series (NLF)
This is one of a series of four Decorations and is not recognised as an offical award.
It bears the inscription GIAI PHONG (Liberation). The speculation is that it is an updated version of the official SRV Liberation Decoration which is why I have titled it 2nd series, this however can not be confirmed.
