According to wishes of enforcement authorities of subjects of the Russian Federation, the ministries and departments of the Russian Federation, and also the enterprises and the organizations Ministry of Labor of Russia has generalized practice of definition of departmental distinctions in work at assignment of a rank " the Veteran of work ".

As has shown generalization, this work is carried out in view of the joint letter of Ministry of Labor of Russia and Minsotszashchity Russia from November, 10, 1995 N 2026-A?/4276/1-30.

Simultaneously on acting inquiries by Ministry of Labor of Russia it was informed, that:

1. The above mentioned list is not exhaustive, therefore refusal in assignment of a rank " the Veteran of work " only owing to absence of the name of this or that award in this list is unreasonable.

2. At assignment of a rank " the Veteran of work " breastplates of the ministries and departments for long-term and fruitful work in system of the given ministries and departments are taken into account.

So, the order of director of Federal aviation service of Russia of G.N.Zajtseva from November, 20, 1997 N 251 had been authorized Regulations about a breastplate of civil aircraft " For an accident-free strike of hours ".

By item 7 of the specified Position it is stipulated, that the order of director of Federal aviation service of Russia it is familiar to civil aircraft " For an accident-free strike of hours " are awarded:

- letnyj the structure working in the central device of Federal aviation service of Russia;

- Chiefs and assistants to chiefs of regional managements FAS of Russia, carrying out letnuju work;

- letnyj the structure having a strike of 10000 hours and more (for maintaining air court 1, 2, 3 classes);

- letnyj the structure having a strike of 7000 hours and more (for 4 classes maintaining air court, helicopters of all types).

In connection with stated, at assignment of a rank " the Veteran of work " it is necessary to take into account a breastplate of civil aircraft " For an accident-free strike of hours ", rewarding which is made in the order established by item 7 of the mentioned above Position.

Rewarding by a breastplate " For an accident-free strike of hours " at a strike of " 10000 hours " and more for persons letnogo the structure, maintaining air court 1, 2, 3 classes, and " 7000 hours " and more for persons letnogo the structure, 4 classes maintaining air court and helicopters of all types, made till November, 20, 1997, is taken into account at assignment of a rank " the Veteran of work " if the certificate to this award is signed by a management of Federal aviation service of Russia or earlier a management of the Ministry of civil aircraft of the USSR, Department of air transport of the Ministry of transport of the Russian Federation.

3. The decision on rewarding the concrete citizen should be made out by the order of the chief of the Civil defence of the USSR - the deputy minister of defense of the USSR (about what the mark in the certificate to this breastplate was usually done).

On occassion the breastplate " the Honours pupil of the Civil defence of the USSR " should be taken into account for assignment of a rank " the Veteran of work " to persons, which besides the basic work, entered long time into not militarized formations of the Civil defence of the enterprise (that should prove to be true corresponding documents: extracts from orders, decisions, etc.).

5. As departmental distinctions in work are defined the gratitude, born according to the decision of Council of Ministers of the USSR from July, 14, 1989 N 559, for participation in population census only concerning workers who have consisted in staff of bodies of statistics (according to records in a work-record card.

If in the certificate to the award there is no reference to date and number of the decision of federal body according to which rewarding for the correct decision of a question on assignment of a rank " the Veteran of work " is requested archive of the establishment which were giving out the certificate, of presence of the assignment of the federal ministry of administration of this establishment about rewarding the concrete citizen was made.
7. The rank " the Senior teacher " testifies only to qualification of the worker and consequently " the Veteran of work " cannot be considered as the departmental distinction in the work, taken into account at assignment of a rank.
As defines only qualification of the worker and consequently the rank " the Master of animal industries " is not taken into account.

The diplomas confirming an academic status or a degree are not subject to the account. For example, diplomas: professors, the senior lecturer, the doctor of sciences, the candidate of sciences, etc.

8. Diplomas and letters for refereeing in separate kinds of competitions are not taken into account as departmental distinctions in work.

Also medals, diplomas, letters and other encouragements for a victory or participation in sports competitions are not taken into account.

9. It is not considered at assignment of a rank " the Veteran of work " the Certificate of honour of the Ministry of manpower reserves of the USSR for excellent progress and discipline with which pupils FZU were awarded.

10. Item 3 of the Decree of Presidium of the Supreme Soviet of the USSR from September, 22, 1943 " About the statement of breastplates " Excellent parovoznik ", " Excellent dvizhenets ", " Excellent puteets ", " the Excellent signalman ", " Excellent vagonnik ", " the Excellent builder ", " the Excellent reducer ", " the Excellent administrative worker " the right to award has been given to these signs to the National commissioner of means of communication, chiefs of main and central managements NKPS, chiefs of roads, chiefs of managements voennovosstanovitelnyh works of fronts and to chiefs of services of railways.

Therefore at assignment of a rank " the Veteran of work " the mentioned above breastplates given in former USSR are taken into account, certificates to which are signed by the officials listed in item 3 of the Decree of Presidium of the Supreme Soviet of the USSR from September, 22, 1943.

11. The breastplate " the Deserved worker of UES of Russia " is defined as the departmental distinction in work if the certificate to it is given signed by the President of Russian Open Society " UES of Russia ".

12. Departmental distinctions in the work, the given Ministries of Defence of former USSR or Ministry of Defence of Russia, the certificate to which are signed by a management of these ministries, and also command of arms of the service, military districts and fleet of Armed forces of the USSR or Russia, considered at assignment of a rank " the Veteran of work ".

13. The persons awarded with a breastplate " the Honourable donor of the USSR ", and also a breastplate " the Honourable donor of Russia ", use the right on assignment of a rank " the Veteran work " irrespective of, in what organization they worked (i.e. irrespective of, whether they were permanent members of staff of the Union of Societies of the Red Cross and the Red Half moon of the USSR or the Russian Society of the Red Cross and whether they there received wages).

The central committee of the Russian society of the Red Cross the letter from March, 5, 1998 N 07-08/130 informed, that delivery of " Time certificates " to Honourable donors was the compelled measure, up to an output of the governmental order of the Russian Federation from August, 26, 1995 N 842 " About the statement of Regulations about a breastplate " the Honourable donor of Russia " and the description of this sign ", therefore " Time certificates " cannot be the document for assignment of a rank " the Veteran of work ". (For example, such certificates were given out Ljuberetskim GK OKK according to the order of administration Ljuberetskogo of area of the Moscow area from June, 22, 1994 N 643/9 " About introduction in territory of area Ljuberetskogo of time certificates " the Honourable donor "). The specified certificate should be replaced with the constant certificate " the Honourable donor of Russia " through local bodies of public health services.

" Honourable donors of the USSR " can show the archival information of the Central committee of the Russian society of the Red Cross, confirming rewarding of the donor, in connection with loss of the certificate. This information is the basis for assignment of a rank " the Veteran of work ".

14. Copyright certificates on the separate invention or opening are not taken into account as departmental distinctions in the work, giving the basis for assignment of a rank " the Veteran of work ". However, if citizens have some copyright certificates (two and more) the invention on the basis of which the constant innovative approach to perfection of technological processes they are defined as departmental distinctions in the work is seen, giving the right on assignment of this rank.

According to item 5 of Regulations about a breastplate " the Inventor of the USSR " at delivery of this breastplate in the copyright certificate the mark " the Breastplate was made is given " which was assured by a seal of the body which was giving out this breastplate.

At presence of such mark, the copyright certificate should be accepted as the departmental distinction in the work, taken into account at assignment of a rank " the Veteran of work ".

15. As departmental distinctions in work are considered signs, letters, etc., rewarding with which was made directly by advice of a national economy (sovnarhozami).

16. Now, the self-proclaimed so-called Presidium of Congress of People's Deputies of the USSR and his Chairman S.Umalatova 50 years of the Victory over fascist Germany ", " 80 years of Great October Revolution " and certificates to them to veterans of war and work, veterans of Armed forces and law enforcement bodies, the citizens who have transferred blockade, active participants of national-patriotic activity and other citizens make delivery of anniversary medals " the Marshal of Soviet Union Zhukov ", ". Separate newspaper publications testify also to assignment by this Presidium of a rank of the Hero of Socialist Work with delivery of an award of Lenin and a gold medal " the Sickle and Molot ", rewarding by other awards.

These awards and certificates to them have external similarity to the state awards of the USSR and the Russian Federation though those are not.

Taking into account stated, certificates to medals and other awards, certified by a seal of Constant presidium of Congress of People's Deputies of the USSR and the signature of his Chairman S.Umalatovoj, cannot be taken into account at the decision of a question on assignment of a rank " the Veteran of work ".
17. Are not taken into account at assignment of a rank " the Veteran of work ": nominal hours; the monetary premium or gratitude in the order if they are not made out by corresponding federal body as the separate diploma, letters or a creditable sheet.
