The coupons were given for owners of the medals "for bravery". To get the money, one should have show his mdal doc (Udosteverni k medali) - the number on the coupon book is the s/n of the medal doc. BTW, I have the medal doc of the bravery medal AND the coupon book, but it's only 5 rubles per month...So maybe the 15 and 20 rubles are for other award. Tal
