Any idea which insignia Putin is wearing ???

Of course it is the patch of the Russian mmilitary space forces...you can SEE that he is visiting a cosmodrome....
BTW, it is common practice to give Putin a military uniform/gear of the unit he is visiting. Here are some "navy Putin" pictures:
