Thanks to my "Javascript" programmer in Russia, this is the translation he provided.

Following is the translation of the citation that would make Trigger and Mr. Ed stand up and salute!
Was the head of veterinary division of Army since December, 1941. From the first days of the offensive campaign of 1941, he has shown himself as an energetic and highly initiative man, who created an efficient veterinary service in a very short time, and, in spite of absence of any military hospital facilities, organized a special hospital in the city of <name of city, unclear>, where more than 600 horses were cured and sent to back areas of the country. In April, 1942, he organized the implementation of 10th Army commander's decree, and saved 800 horses, having created a feeding and curing facilities for the famished horses, in the <unclear> region.

In 1942, having shown concern and care for the horses of the Red Army staff, comrade Chernetsky has achieved outstanding results with his veterinary service. Healing efficiency has reached 95.4%, that allowed to return 11,626 sick or wounded horses to duty. Death rate in the horse staff has been minimized, in December and January there only 3 horses per month died. Horse staff is free from the infectious deceases. Inspections, that were set in September and December of 1942, showed excellent results. Veterinary service has a high prestige in the Army.

As an example, 52 of command and private personnel, and 12 veterinary doctors and medical assistants were awarded for exemplary work and curing of horses.

High Soviet Commission of the western front in January, 1942 has seen a good condition of horses in all regiments of Army, and has given a high praise to the horses' readiness for duty. Commission if assured of 92.1% of healthy horses and 90% of good horse shoeing.

By the order #046 of the commander of the rear services of the western front, comrade Chernetsky is given a gratitude for the good organization of veterinary services; and by the order #0242, all the veterinary service of the 10th Army is given a high praise.

Comrade Chernetsky is a disciplined, example to himself and his subordinates, is faithful to his Motherland.

I petition for awarding him with the Order of: the Red Star.
