That'd be "Head Of The Cadre Department" rather than "Human Resources".

"The site" there once again pointing out those items MIA. It is really showing how serious the splitting of groups was and is.

I would translate Gvardi Stashina as Guards Srgnt Major than Ptty Officer.

"Human resources" is actually not that bad, although I would personally go with "personnel". "Cadre" suggests NCOs and officers, whereas these departments handled paperwork for all ranks.
