Military Merit number is normal for 1943 award, but for 1947 it's very low. Same holds true for Red Star. This number is close to 1948-49, but in 1958 Red Star numbers were around 3.500.000.
I've posted the information of the serial numbers based on what was mentioned on the service records. Would it possible that the authorities were just somewhat late in recording the data?

Roy, you posted two images of Smotrov's service record card (original version and English translation). But none of them have numbers of thee awards - only the names and the datas of issue.

Award Information

Posted below are the original award card in Russian and the English translation. As you can see, I've made a mistake on the date of issue of the Order of the Red Star. It was awarded in 1950 rather than 1958.

Thanks Roy, now I can see the numbers of his awards. Well, the situation with Red Star is clear now. And for Military Merit it is still strange. This number should be on a small rectangular suspension, which was abolished in July 1943. I think it might be a misprint. Probably military clerk missed one digit. I've seen similar cases before.
Another option - the number of the medal is 313XXXX, but it was not written clearly in the award record card, so one digit missed during translation. Can you post big clear picture of medal's number alone? Like this one...

Re: Alexander Nevsky,28713,Tank Commander,Czechoslovakia

The original citation.
His Medal "For Combat Merits" and Red Star were long service having served from 1936. He also got a OPW1'85.

Neat! I didn't know that! Unfortunately I had to sell the Order of Alexander Nevsky recently, and rest assured it pained me to do so, but going through some tough times demanded that I had to round up some money.
