The city of Veliki Mosty is in Lvov Oblast in current Ukraine. That could point towards the area of current Polo-Ukrainian and former Polo-Soviet border
It is interesting that he got a Polish "Excellent soldier" badge - I have heard of it being awarded to the reservists and other people outside Polish Army, but I don't remember seeing it awarded to a foreigner.

There are also these diplomas, but I do not think they concern the border guard service.

Well, they are Komsomol, but they are relative to his Border Guard service - the first one was issued on the Border Guard Day, the second one on the ocasion of 47th anniversary of the Soviet Border Troops.
