I've noticed that there are several sets or Red Banner orders for sale in Russia at the moment.

#3 and especially #4 awards are extremely rare (there were around 100 #4s awarded) and I find this sudden overflow strange.

Consensus among collectors is that these were never awarded and somone probably discovered a stash of unissued high classes.

Indeed these new ORCB #2 + #3 + #4 that you see for sale recently are in most cases not issued pieces or pieces long ago recovered by the State mint for some reason.

As for your guess that "somone probably discovered a stash of unissued high classes" this is not exactly what or how it happened.
It's all legally done, in a different way.

Mongolian Government selling unissued awards?

There's Order of the Red Banner for Military Valor, 4th award, 1940 type, #138 currently for sale by NJ dealer.

This is true rarity!

"Order of the Red Banner for Military Valor, 4th award, 1940 type, #138. In sterling, gilt and enamels, numbered, screw back, 3-piece construction. Height 49.6mm. Shows numeral "4" on the blue plaque at the bottom. Consequent award to a person who had already been awarded with 3 Combat Red Banners - an extraordinary case, and the top number ever awarded to an individual.
The number of issues of "4th Red Banner" is unknown, however it is safe to assume that it is much lower than the serial number on this specimen. Reverse shows standard Soviet "Monetnyi Dvor" mint mark of the period.

Enamel repairs to portions of the banner between the first and the last letters of the "BNMAU" writing. Shows almost no wear otherwise. Enamel on the star, center medallion and plaque with numeral is intact, as is the gold plating.

Fine overall condition. Comes with original silver screw plate. /See "Mongolian Orders, Medals & Badges" by Dr. A. Battushig, p. 48, fig. A21.4/.

I recently purchased a complete set:

In perfect condition. As well recent acquisitions include Order of Suche Bator, several state security medals, documented Uighur polar stars, cased Choibalsan states prize medal, etc.

Now is the time to buy. Just wish some of the key items I still have on my wish list would come by.

I can't see anything wrong with it.Mind you I think the quality of newer awards do not appear to be as good as the early ones.The most recent brass awards are even worse.
Apparently copies of Mongolian awards have started to appear. Watch out for the "Medal for Unselfishness", they are not made of silver and should be.
