Here is a link to an official FSB decree on awards - Приказ ФСБ РФ от 31 марта 2008 г. N 130 "О военной форме одежды военнослужащих органов федеральной службы безопасности" (утратил силу). It is in Russian but you can translate easy enough.

As I've said before ministerial awards are official and also change in status due to which ministry you are in service to.

Could be restoration of donbass mines, but in wrong position. Chronologically it could also be the 1970 "25 years of Victory" badge which is sometimes represented in ribbon bars, let alone usually placed last. It seems the owner of this bar omitted some medals as well.

So if i was making a makeshift display group, just for personal enjoyment, do we think 25th anni would be best to go with (the small suspension badge with the man stamping on the swastika?)

I'm hoping so as i don't have a Donbass! Really want one though!

It'll be the Badge... Rather strange having the "armed forces" Medals omitted but not unique.
