Here is a Document for the Badge "Champion Of The Socialist Competition 1978". At first look it is fairly run-of-the-mill as it was awarded by the Ministry Of Forestry And Tree Processing Industry by Protocol #146 of 20th August 1975.
It was awarded to a Bulgarian and in Bulgarian name format (Name, Patronym, Family), Tsano Kuzmanov Totev.
Totev was probably working in the Komi ASSR and more of his pieces could turn up as I've got a pile of Komi ASSR pieces to sort through.
