Here is a nice, documented set of proficiency badges for the Airline industry.
The "Otlichnik" badge was awarded to Pavel Petrovich Bomok by Order nº22/1 of the Russian Minister of Transportation dated 3 March 2001 (the year was mistakenly left blank in the booklet, but the recipient confirmed it to me).
He was earlier awarded the Soviet badge "For 5 Years without Incident" in 1990, but could not locate the award document.
In the absolute, these badges are not overly rare in themselves. However, they are actually rare when documented as recipients usually hold on to documents to be later get specific benefits.
Badges are made in gilt brass with hot enamels; the Soviet one was made by the Moscow Mint, the Russian one is mintmarked "МШ".
