This is an unadopted pattern badge commemorating 30 years of the MGB. It is generally similar in style to some other badges that were adopted.
Silver and gold, five parts -- assuming that the H&S is part of the flag piece. Low quality enamel, probably would have been upgraded had the badge been adopted. On the reverse are the cyrillic letters MD and the word for pattern, OBRAZHETS. The screw plate looks like silver-washed brass.
The original owner was the chief quartermaster of the Trans-Caucasus Region of the MGB. He took this and at least one other badge with him when he was involuntarily retired in a reduction-in-force. I bought them both from his family. Outside of its circulation at the time, this badge has probably never been catalogued or even seen except by his family and maybe a few of his friends who could be trusted not to say that they had seen it.
