According to Rogov (and let me just say that his very thorough book is not 100% accurate about everything; probably because it is a huge undertaking), that badge was instituted in 1985 and was given out to many types of MVD employees for many reasons.
"It was awarded to staff, workers and employees of the ИТУ*, ЛТП*, СИЗО** detention facilities, academic staff of the MVD USSR who prepared staff for work in the ИТУ* and who have worked in the Ministry of Internal Affairs for at least two years achieving the highest levels of performance, demonstrating initiative, and showing courage and dedication in the line of duty." (Rogov)
There is also mention of receiving the badge for achieving set "socialist targets." In short, it was given out to many different MVD employees. It also happens to be one of the best looking badges (in my opinion) from the MVD. At least for some time after the collapse of the Soviet Union, the badge remained the same and continued to be issued with only the state seal being changed for the eagle.
