The export of all state level awards requires a ministerial certificate, these have images of the exact item being exported and notarised information (I forget which ministry and I can't find my pile of these at the current time - I have dozens of them somewhere). They are extremely easy to obtain from within Uzbekistan.
All Uzbek and Karakalpak state awards require the export paperwork, otherwise the items can be seized, fine issued, etc.
This award is not effected by that law as it is a Ministerial award.
This is the most common award of the Ministry Of Internal Affairs. Awarded for 5 years good service. The reason why they are not as common on the market is simply due to the fact that most recipients are not only still alive but still in service. They are a continuation of the Soviet award.
