I am almost positive that these are post-USSR creations. The one you have posted is for Russia. I own a full set from Ukraine, where the red and blue on the hanger are in the national colors of Ukraine--blue and gold. I haven't learned exactly what deeds one needs to have accomplished to receive the medal, but will try to find out from the guy here from whom I bought the set. I assume it has something to do with meeting quotas instead of saving lives in the mines.
