Here is the Chest Badge "15 Years Of October Regional Department Of Internal Affairs Management Of Internal Affairs Tiraspol". Unfortunately no further information on it but I doubt it will have been more than 50 awards.

The screwplate (that is very commonplace in the PMR) is maker marked on the inside.
