Tal,

I believe these cheques were used for exchange for hard currency earned by the Soviet citizens abroad.

The holders of such cheques were entitled to use them in special stores in exchange for imported goods.

every K were counted?

What was the value of a K in 1979? What was the logic of issuing a banknote for 1 K?

Tal,

They were exchanged at the official rate for hard currency. At the time, I remember that 1 rouble was worth way more that 1 USD (once again, at official exchange rate).

Tal,

The reason was the same as for having a 1K coin :)
