The uniform on the attached picture; is it a "true" winter parade tunic or a modified service tunic? The shoulderboards are golden but there is no collar embroidery?

It is a technical division insignia on the shoulderboards.

the photo is bad...the cuff ranks are not correct also, on a parade winter they should be "long". The parade shoulderboards are a problem...the quality of sewing of each element (star, shouldeboards, etc) should the clue about faked or not.
