Alexei;
I also agree the oval is a silver mark. From one side (shown in the picture) it looks a lot like 875. From the other the 5 has a closed bulb and it looks a lot like 916 with flange/serif at the base of the "1" (the top of the "7" from this side). But either is after 1927 when they would have used 84 or 88. So it is not 15th Party Congress. I have 15th anniversary badge for OGPU/ Cheka (1932) which is the egg. The organs seem to use blue so that would seem to eliminate them and 1932. (I have a certificate/large document for 15 years OGPU/Cheka and no badge representation like this.) That leaves something in 1937 and 15 years of the USSR.
Currently a popular dealer in Brooklyn has an honored railroad worker badge 2nd type (large in silver) with oval mark which seems to match the one here. He reads his as 916, so they could be the same. Either way (his is unclear as well and could be upside down) it would then seem to validate 1937. If there was a big celebration in 1937 for 15th anniversary of the USSR, this would seem to be a badge for that celebration.
The 1162 meaning still remains to be discovered. But if a specific participant, we likely will never find out who,
