Of course everyone knows and has the Zhukov medal, it was officially issued by most of the Republics; this one with Ukraine issued document. I also have one with document issued by Belorusse.
It was awarded to combatants, including Partisans, for bravery during WWII. At the same time regulations state that the basis for the award is a documented proof of direct involvement in the war, so it shouldn't be considered a bravery award. This medal is not awarded to recipients of the Order of Zhukov.
Here is a document to Nikolaj Stepanovich Milenko. "The site" shows only one result (for an OPWI'85) so it is fairly safe to say he was born in Slavjansk, Donetsk Oblast in 1925.
