Patch advertised as a Soyuz patch

I only paid a small amount on ebay for this. The patch was advertised as a "Soyuz uniform patch," but I doubt this.

The fabric is actual black felt and this was once sewn to a uniform, as traces of a dark grey thread are still on the edges of the patch. The logo is thermally molded rubber/plastic (the texture and appearance is more like rubber than plastic). There is no backing material or markings on the back.

Ideas anyone?

Most likely, is a patch for demobilized troops, but I have only seen it on seen it on Naval Infantry (See two links). I think it is unofficially official, meaning it may have been mass produced by a patch factory that makes official ones, and found its way into uniform sales, but does not appear in any uniform regulation.
