The first time I've seen a separate record card for a 1985 OPW. Did they make an exception because the recipient was a VIP? This card was for Lt.Gen. of Aviation Stepan Mikoyan, son of statesman Anastas Mikoyan and nephew of aircraft designer Artyom Mikoyan.
