Either I am wrong, or those boots had more official status. At least in regulation book from 1958, on page 75 there is a general wearing such boots. Although they are not listed in the description (page 7, it just says about "sapogi" - so can be for them or not), the fact that they are drawn on the picture means something, doesn't it?
