The cap badge is listed as a 1978 "Vysshiy i starshiy nachsostav sluzhby spetsialnoy svyazi". My humble knowledge of the russian language is too poor to dare a translation. But something like senior comanding "officer" in the ministary of comunications.... looks like I tired anyway. Any Russian who wants to help out here?

It is literally for officer equivalents in the special communications service. This is part of the Min Svyazi (Ministry of Communications). The special communications personnel were responsible for running government communications but not/not the special High Frequency (VCh) communications of the topmost level of government which was run by the NKVD/KGB nor the Military's communications system.
