In my personal experience, no award that was unresearchable the first time has been miraculously found on a second try. I have sent all some requests to all four researchers I have known and never had different results, whether they searched by serial number or name. And as far as I am aware, none have been able to access new archives.
I agree! Any suggestions for formatting (if we get a go ahead)? Could this list be set up as a stickied thread? Or perhaps in a way similar to the researched awards section?

2) Unresearchable with order book.
3) Partially researchable. For example part of a group that returned some of the award's data but not others. I've run into groups that have the award card but no citation.
