Here is a truly fantastic website - Prosopography of Political Repressions in Bulgarian Territory: 1944-1989 listing thousands of victims of the Communist regime in Bulgaria.

I'll have to check through it some time to see if any of the recipients of Tsarist awards were not approved of by the PRB.
