Searching through the "http://podvignaroda.ru/" website I found information regarding Colonel Klimenko.
Michael Andreevich Klimenko was born in 1901 and drafted into the militaryfrom 1920-1922.
Later he was drafted into the 5th Army November, 1941 as a colonel and regimental commissar.
He was awarded two orders during his time.

(previous?) major Chernin personnaly under the enemy fire brought combat orders to the submachinegunners, artillerists and mortaists and by his fearlessnes he inspired the personnel to combat successes.
In the batalion, for the shown courage and bravery, 350 people were awarded. From the number of those who shown excellence (simply put - from those awarded I belive) 33 were granted the party membership.
Major Chernin deserves to be awarded with the order of the Patriotic War 2nd class.

Could someone please identify this stamp? I haven't seen a military post stamp like it before. I think the number is 11667. I'm not sure what the words on the bottom are.
Also, I'm looking for info on Colonel-General A. M. Parshikov, who signed the document. He served in some high post in the Volga military district (I think) until 1971, but I have no idea what he did afterward.
